This PR migrates the package to the test item framework and modernizes the repository infrastructure:
@testitems with a TestItemRunner-basedtest/runtests.jljuliaci.yml); all PkgButler workflows and.jlpkgbutler.tomlare removed-DEV).gitignorecoversManifest.tomland test output files1 of 2 test items passes locally; the xls-loading item has a pre-existing failure in the rewritten loader (a sheet loads 13 instead of the expected 12 columns). Also widens the ExcelReaders compat to accept 0.13 and 1.
