Restore UniFFI runtime and build dependencies to 0.31.0 to match the approved Go generator pair in ADR-0020. Keep the other pinned dependency updates.
Validation: workspace build, just test, Go conformance, and Go generator check pass. just lint matches the baseline failures; the two existing cargo-deny advisories remain.
