Update UniFFI runtime and scaffolding to 0.31.2 while retaining the available pinned Go generator v0.7.1+v0.31.0. Update the generated-binding cache key and document both versions. The ADR amendment is being handled separately.
Validation: regeneration produces no Go diff; the staged macOS arm64 Go bundle passes go test. Workspace build and just test pass, lint matches baseline failures, and cargo deny reports the two known advisories.
