Add idle Azure API Management check #11

Reserved for the SKILL.SCH open source community — a good project for someone learning real Azure billing patterns.\n\nAPI Management Developer/Basic/Standard/Premium tiers all bill a fixed hourly rate for the gateway instance itself, regardless of API call volume (only the Consumption tier is pay-per-call). An idle APIM instance with a live gateway but near-zero Requests metric traffic is real, recurring waste — similar pattern to idle_signalr.py or idle_managed_grafana.py.\n\nNote: APIM Developer-tier provisioning takes ~30-45 minutes, so budget real time for the verification step in CONTRIBUTING.md.

    Resolved in commit db56fa3. Note: an earlier PR (#24) attempted this but merged a non-functional, fabricated version — SQL policy + tests only, no source/extraction file, no runner.py registration, and a flat $30/month price for every tier (real prices are wildly different by tier: Developer $0.0658/hr, Basic $0.2016/hr, Standard $0.9407/hr, confirmed live via the Retail Prices API). That version was replaced with a real implementation using live per-tier pricing. Verified against a real Developer-tier instance with 0 requests -> $48.03/month flagged correctly.
