Combines the open Renovate PRs (#148, #151), updates pre-commit hooks, and adopts the $/ self-repository syntax flagged by zizmor v1.30.

  • Workflows referencing this repo (pr.yml, test-artifact-cleanup.yml) now use $/. actionlint does not yet support this syntax (Support the new $/ self-repository uses: syntax rhysd/actionlint#711), so its warning is ignored in .github/actionlint.yaml.
  • Dispatch/implementation actions keep ./shared-actions/... with an inline zizmor ignore. They intentionally load implementations from the runtime clone so SHARED_ACTIONS_REPO/SHARED_ACTIONS_REF can redirect the whole chain to a fork or branch; $/ would pin the action code to the wrapper's commit and break that override.

Great, this looks exactly right to me. Agree that we don't want the $ syntax for the dispatch ones and really do want to reference the version from a checkout.
