docs: add community health report policy for TeachLink Backend

Overview

This PR closes a governance gap by adding a versioned Community Health Report policy to the Governance/ folder. The new document gives contributors and maintainers a clear, self-contained reference for the health metrics tracked, the reporting cadence, and where reports are published. The change is limited to a single file inside Governance/.
