docs: add GDPR compliance overview for TeachLink Web

Overview

This PR closes a governance gap by adding a versioned GDPR compliance overview to the Governance/ folder. The new document gives contributors and maintainers a single reference for applicable obligations, data-subject rights handling, and the responsible owner for GDPR matters.
