docs: add support and maintenance policy for TeachLink Web

Overview

This PR adds a versioned support and maintenance policy for TeachLink Web. The Governance/ folder previously had no SUPPORT.md, leaving contributors and maintainers without a clear reference for support channels, scope, and response expectations. This change closes that governance gap and stays fully self-contained within the Governance folder.
