Add Privacy Policy

A Privacy Policy should be added to the webpage. Since this is a static page, not much is needed, but it should be added anyway. Especially if I decide to add analytics.

WIP in branch fix-issue-26 (4e8d006). Currently using a small library to assist in accessibility requirements.

Note, the <a> tag that says "Privacy Policy" currently isn't tab-able. Perhaps something to do with it being a child of <privacy-policy>?
