The main executable's compile rule now honours EXPAND_DIV_SRCS, and snd_param.c is the first source on it.
func_80019934, func_8001999C, func_80019A2C and func_80019A94 set up the step and per-step change of two fades.
func_80019BC0, func_80019EA0 and func_8001A058 move voice bits between the music and sound effect masks and flag the tracks for an update.
It fills the sound command block from g_sndCmdArgs, which holds six arguments, and runs the command's handler.
