Adds the two bank entry structs and the instrument and stream fields they read, the Psy-Q GetRCnt prototype and RCntCNT2 define, and prototypes for the snd_note.c copy functions, whose snd_init.c callers now pass pointers.
func_8001A57C copies words from one buffer to another, and func_8001A5FC swaps the words of two buffers.
It steps the engine's slides: the CD volume, the stream pan, the two global fades, the music volume, and the slides on the sound effect tracks.
func_8001AD60, the root counter 2 event handler, runs the engine's ticks, and func_8001AA28 advances one config's tracks for each tick.
func_8001BAA8 runs a track's opcodes up to its next note and sets that note up, with func_8001B1F4, func_8001B42C, func_8001B690 and func_8001B820. Two statements in it do nothing at run time but are needed for the match, and each says so.
