Thanks for this, @claraberendsen!

One potential issue with fully replacing the dependency is that other ros2 org packages still use pybind11-dev.

There likely will have to be a period of coexistence as we work to cut everything over...

Edit: indeed, rosidl_buffer_py failed already here http://ci.ros2.org/job/ci_linux-aarch64/23003/

we can't remove pybind11 for now, for example image_transport_py is still using it https://github.com/ros-perception/image_common/tree/rolling/image_transport_py
