feat(init): install OpenCode skills natively with YAML frontmatter - #429

OpenCode skills require YAML frontmatter with name/description fields
and a specific directory structure (`skills/icm-{name}/SKILL.md`). This
adds native skill generation so `icm init` installs them directly.
