Submit Flow to Scoop and winget, and keep the manifests that went - #10

The manifests went out on 2026-09-24, as v0.6.1: - Scoop through Flow's own bucket, samartomar/scoop-flow; - winget as microsoft/winget-pkgs#440220. Checking them against what was already in each place changed three things, and the prepared copies here now match what was sent. - The winget moniker is flow-dictation. `flow` is MadrasCheck.flow's moniker, and monikers are unique in winget. The command on PATH is still `flow`. - The winget description described the Classic pill: ctrl+alt+space, a draft above the pill, Edit. It now describes v0.6.1: hold ctrl+win, paste, a spoken fix, Refine, Ask, and Flow Home. - The winget manifests moved from schema 1.6.0 to 1.12.0, which winget-pkgs' pull request template asks for. `winget validate` passes on both the copies here and the ones sent. Scoop went to Flow's own bucket, not Extras. Scoop's main bucket already has a `flow` (Facebook's JavaScript type checker), and Extras takes a pull request only after its maintainers approve a request issue. The bucket was made from Scoop's BucketTemplate. Its CI passed on the manifest, and its Excavator keeps the manifest current from each release's .sha256 every four hours. PUBLISHING.md now records the submission in place of the choice it laid out, and the guide gains a "With Scoop" install. winget stays out of the guide until Microsoft accepts the package, so the guide never states a pending status.
