Give the Scoop install in the README, and keep its bucket prefix - #11

The Install section gains the two Scoop lines between uv and the zip. The `flow/` in `scoop install flow/flow` is load-bearing: Scoop's main bucket has its own `flow`, Facebook's JavaScript type checker. TestTheInstallSection now checks that the README and the guide both give the bucket line and `flow/flow`, and fails on a bare `scoop install flow`. PUBLISHING.md lists the README among the places that carry the line. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
