CI: run on Go 1.26 so govulncheck installs again - #40

govulncheck@latest resolves to golang.org/x/vuln v1.9.0, which requires Go 1.26, while CI pinned Go 1.25.13. Go 1.25 is no longer a supported release, so move setup-go to 1.26.x instead of pinning an older govulncheck. go.mod keeps go 1.25.0 as the minimum.

Both CI jobs fail at the govulncheck install:
golang.org/x/vuln@v1.9.0 requires go >= 1.26.0 (running go 1.25.13; GOTOOLCHAIN=local)(run 39117213048). Go 1.25 is out of support (current releases are 1.27 and 1.26), so this moves setup-go to1.26.xrather than pinning an old govulncheck.go-version-file: go.modwould install Go 1.25.0, so it was not used. go.mod is unchanged.make commit-checkpassed locally on Go 1.26.9.
