Added the host check to chat file downloads - #61

Downloads moved to a capped streaming client because entrance's client has no stream. Throttling now answers 429 with Retry-After, _native is stripped from every result, each account keeps one OutNote client, and team notebooks come from one $batch. Also fixed the password test helper, which crashed on Python 3.12 because threading.Lock is not a type there.

OutNote 2.0 brings faster calls and a new HTTP client, with breaking changes. Chat file downloads also still follow redirects and skip the download host check.
