WS-3 of ADR-0007: route compute jobs onto ARC via the shared self-minting pick-runner.yml reusable (Form 1).

A hosted pick job self-mints arc-probe (no stored secret) and probes the pool; the work job runs on ${{ fromJSON(needs.pick.outputs.runs-on || '"ubuntu-latest"') }} — ARC when up, spills to hosted when down. id-token: write granted for the self-mint. Validated end-to-end on package-registry (ran on arc-se-org-shared-*).

Closing: harvard-style-cv-theme is the org's one public repo, so it can't consume the private sengine-cloud/actions reusable (nor read the private org vars) — the pick job fails with "workflow not found." It also shouldn't move to ARC: public repos get free GitHub-hosted minutes, so there's no cost benefit. Leaving it on ubuntu-latest. (Rule for WS-3: public repos stay hosted.)
