Patch bump only: @changesets/cli 2.31.0 → 2.31.1, fixing an npm 12 npm info --json detection bug per the upstream changelog. Lockfile-only diff, CI green, no new dependencies.

Safe to merge from my read.

Dev-dependency bump: @changesets/cli 2.31.0 → 2.31.1 (patch), plus a lockfile cleanup that drops two now-unused transitive entries (@types/node, undici-types). Diff is exactly what the title says — package.json + package-lock.json, no source touched. CI green across the board.

Security screen: no new deps beyond the bump itself, nothing else in the diff. Safe to merge from my read.

Rebased by merge onto current master (including #865). Local pre-commit make verify and pre-push make verify-all passed, including Linux arm64/amd64 and Windows amd64 builds. All current GitHub checks are green; this remains a package.json/package-lock.json-only patch update.
