0.26.0 — delegation: which agent acts, for which person (B-155) - #43

gateway.md gains the on-behalf-of model: an RFC 8693-shaped token (sub the person, act the chain, one aud, scope, effect ceiling, grant), one issuer that only narrows, offline verification against a published key set, direct calls, the descriptor token kept for its host, a separate meter token and a limit-reached that names its window, approval/1 over an RFC 8785 digest, one refusal vocabulary. Worked example: Fabric fabric-delegation/0.1 (contract 8e49fbd, ADR-0144 at 812876cf). Independent fact-check against the spec: five findings fixed. Closes B-155.
agent-interop/references/gateway.mdgains § Delegation — who is acting, and for whom and three new traps; agent-interop's reference table names delegation as a reason to load the file. The doctrine is vendor-neutral first. Fabric
