Adds a rule to agent-orchestrator: a §4 bullet, with the mechanics in references/runtime.md → A limit stop is not a wait. When a worker stops on a usage or session limit, on a rate-limit error, or goes silent with its task unfinished, it is restarted at once from where it stopped, never left until the stated reset:

  • a workflow lane resumes with the same run id and the same arguments;
  • a sub-agent gets resume;
  • a session is re-prompted.

If the restart stops again immediately, it backs off at 2, 5, 10, then 15 minutes. Billing and spend limits are a person's gate and are not retried.

There is no 0.28.0 package. Tag v0.28.0 was pushed by mistake onto cb8f699, and its run 38332687325 was cancelled before release and publish. The tag ruleset forbids deleting it, so this ships as 0.28.1 and CHANGELOG records why.

The change is doctrine only. The branch is rebased on e2120c2 (0.27.2), and the versions are synced to 0.28.1.

Checks:

  • npm test: EXIT=0 (17 checks, plant_guard 9, reap-own 13, installer 11, all audit regressions);
  • claude plugin validate --strict: passed for the plugin and the marketplace.

A worker that stops on a provider usage or session limit, on a rate-limit
error, or on a 15–20 minute silence with its task unfinished (and no
command of its own running) is restarted at once from where it stopped:
- a workflow lane resumes the same run id with the same arguments;
- a sub-agent gets `resume` at its id;
- a session is re-prompted.
A second immediate stop backs off at 2, 5, 10, then every 15 minutes.
Spend, credit and billing limits are a person's gate and are not looped.
Each restart is logged.

There is no 0.28.0: that tag was pushed by mistake onto cb8f699, and its
run was cancelled before publication. The tag ruleset keeps it.
