The published 0.28.1 restart guidance could stop healthy sibling work, retry past provider eligibility, or replay an uncertain outward effect. This candidate resumes only an owned stopped unit, requires finite attempt/deadline bounds and current authority, and preserves unresolved external outcomes.
Packages the independently reviewed doctrine correction as 0.28.2. Historical 0.28.0/0.28.1 tags and changelog entries remain unchanged. The candidate packet records the exact source and pending release gates; installed updates are separate.
Validation: focused restart checker plus 11 planted/positive controls; independent source review and four extra controls; structural validator; both strict Claude manifests; all 44 npm payload file hashes.
