The remote runner does not have a GitHub Personal Access Token available for pushing the branch and creating/updating the PR.
To unblock this:
- Bind a GitHub PAT with repository push/PR permissions to the runner secret references.
- Re-trigger this workflow for issue Add a long term data retention policy for 13 months #2.
Once the token is available, the automation can push the prepared branch and complete the PR flow.
