Windows ARM64 runners previously downloaded the x86_64 binary, and macOS installed from crates.io. Detect the native Windows architecture, including under x64 emulation, and use the published binaries for all six OS/architecture targets, including universal macOS.
Add installation, architecture, PATH, and reuse checks across six GitHub-hosted runners, extend AWS SSM integration coverage to Windows ARM64, and add installer regression tests.
