Adds .github/workflows/audit.yml, which runs cargo audit against the RustSec database on pull requests, pushes to main and a daily schedule.
Adds deny.toml, a deny workflow and docs/advisories.md explaining how to handle an advisory.
Adds a standalone fuzz/ crate fuzzing subscribe, charge, cancel, pause and resume, plus a weekly fuzz workflow that uploads crashes.
