ntpd.service does not exist on rocky-9-aq

Describe the bug
At the first fetch and configure for a rocky-9-aq VM, it fails due to ntpd service not existing. After a second configure the issue resolves itself.

To Reproduce
Steps to reproduce the behavior:

1. Build VM with 'rocky-9-aq' image
2. SSH into VM
3. Attempt action 'sudo quattor-fetch && sudo quattor-configure --all'
4. See error
5. Re run the fetch and configure. Error does not appear

Expected behavior
No error to appear during the first fetch and configure.

Still occurs even with ncm-ntpd installed
