build: qualify the package and dependency licences - #355
Qualifies the packaged xml-sec crate by running its tests from the unpacked archive, not only building its library.
Adds a licence check to the dependency audit on the production and fuzz graphs.
Changes
hardening package packages the crate with all features and runs every packaged test with the xmlsec1 oracle and a disposable token; the coverage CI job runs it, because that job provisions both.
Test files that read sibling packages or the donor checkout stay out of the package and keep running in the workspace. The include entry for tools/xmlsec1, which had no effect, is removed.
deny.toml has an explicit licence allow-list, and the fuzz crate declares its licence.
docs/ci-hardening.md describes both gates.
Testing
Tooling tests, lints, formatting, the package phase with oracle and token, and the dependency audit on both graphs pass on macOS. CI runs them on Linux.
The release checks now build the packaged crate and run its tests, helping verify that the distributed package works independently of the development workspace.
Dependency checks now include license validation for workspace and fuzzing dependencies.
Documentation
Added guidance on validating the packaged crate and clarified which tests run from the package versus the workspace.
- Run every test of the packaged crate from its unpacked archive, with
the oracle and a disposable token, through a new hardening phase.
- Keep test files that read sibling packages out of the package; they
run in the workspace. Drop the include entry that had no effect.
- Check licences on the production and fuzz graphs against an explicit
allow-list, and declare the fuzz crate's licence.

Walkthrough
The hardening command now packages xml-sec with all features and runs tests from the unpacked archive. CI invokes this phase. Dependency checks now validate licenses for workspace and fuzz dependencies.

Summary
Package contents and phase Cargo.toml, tools/xml-sec-tools/src/hardening.rs, docs/ci-hardening.md
The package excludes four workspace-dependent test files and removes the ineffective /tools/xmlsec1/** include. The hardening command adds a package phase that packages xml-sec with all features and schedules tests from the archive. The documentation describes the command and package test scope.
Packaged test execution tools/xml-sec-tools/src/hardening.rs, tools/xml-sec-tools/src/hardening/tests.rs, .github/workflows/ci.yml
The runner locates exactly one unpacked xml-sec- directory and runs tests from its manifest. Tests cover package failures and directory matching. CI adds a step to run the package phase.
The dependency configuration adds a license allow-list, and the fuzz package declares its license. Workspace and fuzz dependency checks now include the licenses category. Tests and documentation reflect these checks.

Full details: Linked Issues check
Explanation
Issue #354 has active coding requirements. The change adds the hardening package phase with cargo package -p xml-sec --all-features, locates the unpacked package, and runs its packaged tests with the existing token-backed oracle setup. The package excludes the sibling-package and donor-checkout tests while workspace runs retain them. The change adds the explicit licence allow-list, declares the fuzz crate licence, and adds licenses checks for the workspace and fuzz dependency graphs. The coverage CI job runs the package gate, and the dependency gate runs the licence checks.
Full details: Out of Scope Changes check
Explanation
The changed files remain within issue #354. The tooling changes implement package qualification and dependency checks. The Cargo manifest changes control packaged test inputs. The CI, fuzz metadata, deny configuration, tests, and documentation support those gates. The excluded xmlsec1_interop.rs test is described as donor- or sibling-dependent and remains a workspace test, so its exclusion has a direct scope connection.
Full details: Docstring Coverage
Explanation
Docstring coverage is 75.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 2 files. (5 skipped: 5 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
