This small documentation update gives every FDE method one shared state model: on record, proposed, and customer accepted. It keeps saving the FDE record separate from customer acceptance, and regenerates standalone skill packages so direct installs receive the same rule. Full local gate passed 481/481 with zero failures or skips; structural check passed.
