Refine two existing methods without adding skills or dependencies:

  • Separate priority from execution eligibility. Scores cannot override hard constraints or required permission. Make uncertain rankings conditional on the smallest distinguishing check.
  • Treat three Now items as a ceiling, not a quota. Respect actual capacity and dependencies, keep allocations proposed, and correct the valid score range to 2–15.
  • Regenerate standalone packages and add F30–F32 evaluation fixtures.

Validation: 490 tests passed, zero failed, one macOS-specific skip; independent method/code review passed. Exact published tree 0316e06fda225d9b0ba3595959950d00c699bea6 matches the tested tree. Behavioral trials are not yet executed; this PR corrects source instructions and adds coverage, without claiming measured agent improvement.
