Build and publish Talos v1.14.0 installer and OCI artifacts #63

Question
Can the talos-images workflow build and publish the Talos v1.14.0 common and libvirt installers, the OCI disk image, and the corresponding ledger metadata required by the GitOps release? Verify the workflow against the stable Talos release, GHCR tags, OCI import, and the generated outputs.

Resolved. Build run https://github.com/syscode-labs/talos-images/actions/runs/33868129053 completed successfully. Both common and libvirt multi-architecture installers were published, the OCI disk image was imported and verified, and release PR #65 was created.
