Fix Tailscale Operator manifest validation failure #66

Question

Fix the manifest validation failure in apps/tailscale-operator/app.yaml. The rendered Deployment has an environment variable at spec.template.spec.containers[0].env[11].value rendered as an array, but Kubernetes requires a string. Make the smallest correction and rerun manifest validation.
