Summary

replace the unreachable runner-network gateway resolver with public recursive resolvers
retain the existing runner subnet, NAT, image pins, and all other pool settings

Verification

raw-manifest preservation assertion: only ImpNetwork.spec.dns changed
python3 scripts/validate.py passes (local schema check skipped because kubeconform is unavailable)
python3 scripts/check-version-drift.py passes
pre-commit run --all-files passes
destination-cluster server-side dry-run accepts all four manifests

Live evidence

current ImpNetwork/github-runner has dns: [192.168.230.1]
guest runner failures show GitHub hostname resolution failure at that resolver; the gateway is not a DNS service
