Adds a fail-closed runtime replacement command.
It verifies the desired immutable image digest, blocks while any ImpVM is nonterminal, and only deletes stale runtime pods one at a time when invoked with
--apply. Each replacement must become Ready on the same node with the desired digest before continuing.Validation:
