Drives the Talos v1.14.0-rc.1 target exclusively from omni/versions.yaml, updates generated OCI consumers, adds explicit 1.13-runtime compatibility for fresh OCI nodes, moves etcd metrics to port 2383, and fixes Argo manifest generation plus its generated-manifest gitleaks allowlist.\n\nThe expected next gate is the standard talos-images build, dispatched without a talos_version override after this PR merges.
