WHY THIS MATTERS: Anthropic renamed its top consumer tier. Max 20x is now the "Ultra" plan ($200/mo, 10x Pro weekly usage, no five-hour limit for verified accounts). Existing Max 20x subscribers move over automatically at the same price. The rename reaches every plan-gated sentence in the Claude Code docs ("Pro, Max, or Ultra"). It also renamed four support articles and added a new "What is the Ultra plan?" article. At the same time the API gained a new beta Claude Tag admin API that manages Slack workspaces, channels and bundles. Claude Code v2.1.316 starts a 30-day deprecation clock on Opus 4.8 fast mode.

HIGHLIGHTS:

• Ultra plan launch. New article support/17728952-what-is-the-ultra-plan.md. Billing, cancellation, invoice and monthly-API-credit articles were renamed from "Pro or Max" to "Pro, Max, or Ultra". All the old slugs appear in tombstones.json as moved -> redirects, so they're renames rather than deaths. About 97 claude-code pages were reworded for the new plan list. Most of that diff is churn.
• New API surface: beta/organization/claude_tag/ (beta header experimental-claude-tag-2026-10-21). It adds endpoints for slack_workspaces (list/retrieve), slack_channels (CRUD) and bundles + bundles/targets, plus a guest-policy type (allow / restrict / channel_only). It's mirrored across all the SDK reference trees (Python, TS, Go, Java, Ruby, C#, PHP).
• v2.1.316: Opus 4.8 fast mode is deprecated as of Oct 30 and will be removed Nov 30, 2026. After that, fast-mode requests on Opus 4.8 return an error and don't fall back to standard Opus 4.8. Anyone who wants to keep the speedup has to move to Opus 5.5.
• v2.1.316 new knobs: CLAUDE_CODE_SUBAGENT_EFFORT (sets subagent effort separately from the session's), CLAUDE_CODE_DISABLE_ULTRATHINK, and CLAUDE_CODE_DISABLE_LOOPED_CROSS_CERT_DROP for private CAs.
• Claude apps gateway: pooled group budgets (pooled_budget on the spend limits admin API), managed.policy_mode: layered, and Bedrock guardrail.input_tagging. A fix in this release now checks every model a request names against availableModels / deniedModels. Before, a request could name a blocked model and get past that check.
• Security-relevant fixes: --restricted sessions could upload files from outside the working directories when a Read allow rule covered them. PowerShell hooks didn't block on exit code 2 when the command started with a type cast, param or using. Server-managed settings now apply without an approval prompt, and a stored copy that fails verification is refused.
• Haiku 4.5 removed from the claude.ai model selector (Free/Pro/Max) on Oct 29 and replaced by Haiku 5.5. It's still available in Claude Code, Team/Enterprise and the API (new support article 17444146).
• API: the Messages docs now describe code_execution_20260120 (REPL state persists across requests with programmatic tool calling) and encrypted-stdout code execution result blocks.
• No deletions. discovery.json changed only its date stamp, so no new sources were found. The MCP diff (91 files) is mostly content moving around, with about as many lines removed as added.

⚠️ Minor fetcher gap (not blocking, pre-existing): renamed support articles get a tombstone moved -> entry, but the old-slug files stay on disk next to the new ones (8325617, 16607638, 17154008, 9876003 — the last one now has 3 copies). Also 11145838 moved to ...-pro-max-or-ultra-plan but the new slug was never fetched, so only the stale "Pro or Max" copy exists. Moved-redirect targets should probably replace the old file instead of piling up.
