skyrim_ui: allow repositioning network debug stats to any screen corner

Summary

Closes #399. The network debug stats overlay was pinned to the top-left of the screen. This adds a "Network Stats Position" dropdown under Settings > Debug that anchors it to any screen corner, reusing the existing PartyAnchor enum and mirroring the party healthbar anchor pattern.

Changes

• setting.service.ts: new persisted debugAnchor setting (debug_anchor store key, defaults to PartyAnchor.TOP_LEFT, which preserves current behavior)
• debug.component.ts / .html / .scss: subscribes to the setting and applies corner positioning via ngStyle; the stats element is now position: fixed so it can sit in any corner
• settings.component.html: dropdown in the Debug section (disabled while debug info itself is hidden)
• en.json: COMPONENT.SETTINGS.DEBUG_ANCHOR label ("Network Stats Position"); other locales fall back to English through transloco

Testing

• npx ng build in Code/skyrim_ui: clean (Angular 16 AOT build, no errors)
• Not tested in-game: I have no Skyrim install or Windows toolchain on this machine. The change is UI-overlay-only and defaults to the exact current position and behavior, so existing users see no change unless they touch the new setting.

Notes (out of scope, not changed)

• availablePartyAnchors in settings.component.ts has the BOTTOM_RIGHT / BOTTOM_LEFT labels swapped (id BOTTOM_RIGHT shows the "Bottom left" label and vice versa). Happy to fix in a follow-up if wanted.
