Release new version

Hi there, would it be possible for a new version of ascii to be released on crates.io? I'd like to make use of the wider set of const functions, but it's only available on git.

I second this, it's a bit annoying that the easiest way to create an empty string is with AsciiStr::from_ascii("").unwrap()
