🔍 Missing changeset for funding configuration
The contributing guide requires a changeset for each PR. This PR has none; confirm whether metadata-only changes are exempt.

Why
tus has an Open Collective, but none of its repos point to it, so teams that depend on tus-node-server have no obvious way to help fund its maintenance. With this file GitHub shows a "Sponsor" button on the repo that links to the collective. Part of the "make it findable" step in transloadit/growth#122.

Adds
.github/FUNDING.ymlwithopen_collective: tus. The tus org has no.githubrepo for an org-wide default, so each repo gets its own file. Sister PRs do the same for the other tus repos and add a Sponsor block to tus.io (tus/tus.io#645).Refs transloadit/growth#122
