[ci] migrate Windows builds from AppVeyor to GitHub Actions - #355

Conversation
AppVeyor has not run a build in years and its README badge is broken. It bootstrapped travis-tool.sh from the abandoned krlmlr/r-appveyor repo, so it is not worth repairing. Windows coverage moves to the existing GitHub Actions CI matrix, which already runs windows-latest successfully in release.yml. The ubuntu-only tidy install is already gated on matrix.os, and the remaining r-lib actions are cross-platform, so no new steps are needed. - add windows-latest / R release to the ci.yml test matrix - delete appveyor.yml and its now-dead .Rbuildignore entry - drop the broken AppVeyor badge from the README - open a development section in NEWS.md Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

Fixes #337.
AppVeyor has not run a build in years and its README badge is broken. It bootstrapped
travis-tool.shfrom the abandonedkrlmlr/r-appveyorrepo, so it is not worth repairing.Windows coverage moves to the existing GitHub Actions CI matrix. This is a low-risk move because
release.ymlalready runs awindows-latestjob successfully at R-devel — the same step sequence just needed to exist inci.yml. TheInstall Tidy Ubuntustep is already gated onmatrix.os == 'ubuntu-latest', andsetup-r/setup-pandoc/setup-tinytex/setup-r-dependencies/check-r-packageare all cross-platform, so no new steps were needed.Changes

Notes for the reviewer
Whether
R CMD check --as-cranpasses onwindows-latestat R release will only be known once CI runs here. One thing to watch:release.ymlinstalls extratlmgrpackages (titling,framed,inconsolata,collection-fontsrecommended) thatci.ymldoes not. If the Windows job fails on PDF manual generation, adding those steps is the likely fix.🤖 Generated with Claude Code
