Add update_models.py from gist (nikiburggraf/4800a2f9a62f546b942f7b07915f9a24) which fetches available models from LiteLLM and auto-configures the OAI Copilot VS Code extension settings. Add `update-models` CLI command in main.py that delegates to update_models.main(), supporting --dry-run and --settings options.
Add a SettingsError exception raised with a clear message pointing to the offending line/column when settings.json is missing or contains invalid JSON, instead of letting raw OSError/JSONDecodeError tracebacks surface to script users. Also fix _strip_jsonc's trailing-comma regex to preserve newlines so reported line numbers match the original file.
