Feature: Observe committed runtime catalog generations #141
Description
Provide an additive optional post-commit notification source without breaking custom IRuntimeFeatureCatalog implementations. Expose the committed snapshot/generation only after CurrentSnapshot changes; initial discovery included, failed refresh excluded, subscriber failures isolated. Callbacks signal queued work. Prove ordering, successful commit count, failure isolation and unsubscription; publish preview. Use this primitive to replace Foundation catalog polling later.

Copilot monthly quota was unavailable, not approved. Resulting-main Packages37781957221 passed Release solution build with0warnings/errors,690 library +31 end-to-end tests, packed all9 packages and published to Feedz. NuGet.org deployment correctly skipped for this preview.
Root independently compared every direct Feedz archive byte-for-byte with the workflow artifact; all package IDs/versions, repository commit, synchronized internal dependency versions and net8/net9/net10 assets matched. SHA256:

Root reviewed source assertions/cleanup and recomputed cached-vs-downloaded SHA256 plus metadata/assets/archive SHA512; all matched. No project references, mixed versions or alternate private-family source.
