Record the actual public live-options qualification in Spec023 and complete T010. Preview 0.0.30-preview.169 from main c29b3eb passed the ten-package archive audit and eight consumer cases on each actual .NET8/9/10 runtime; all15 loaded package assets and fresh-cache provenance were verified by root and an independent reviewer.

Docs only. Product/test bytes match main. Source, CI/mutation, public package and runtime identities are separated from final Foundation adoption, stable release and pruning work. Issue161 public evidence. Root/independent doc review and relative-link/diff checks passed. No Copilot request; Greptile optional under D15.
