Record the two remaining Spec024 verification tasks as complete after PR165/main and actual-public .171/Nuplane .99 qualification. The package family audit and six-scenario consumer passed on .NET8/9/10; root and independent review verified all15 loaded assets. Full qualification evidence.

This changes two task marks in one Markdown file. Product/test bytes are unchanged; git diff --check passed. Root and independent evidence review apply; Copilot and Greptile were waived by the human. Refs #164/#142. Runtime acceptance remains .171; any publication from this documentation-only follow-up has separate archive provenance and no new executable-consumer claim.
