Bumps certifi to 2026.10.19 in requirements.txt and requirements-test.txt. Older bundles still trust the compromised emSign root CA.

Why

The emSign root was removed from CA bundles after weak private keys were found on eMudhra intermediate CAs. The Python advisory recommends certifi >= 2026.10.19. This repo pinned certifi==2026.1.4 in requirements.txt and certifi==2025.8.3 in requirements-test.txt.

Approach

This only bumps the pins. certifi has no dependencies and supports Python 3.10, which these lockfiles were compiled with, so no other packages change.

Validation

  • Diff is limited to 2 pin lines.
  • Not run: a full make build. CI should confirm.

Note: the build venv also uses the interpreter's bundled pip. The advisory recommends pip >= 26.2.2 because older pip always trusts its vendored certifi.
