fix: handle turso 429 load-shed during generate - #111

the generate job failed in production when turso returned 429 load-shed on a colorscheme_groups insert. the write had no retry and the panic aborted the whole batch. treat 429 rate-limit errors as transient so writes retry, run the generate write in the retrying transaction, and record a per-repo error instead of failing the job.

the scheduled generate job fails when turso sheds load with 429 during the colorscheme_groups write. the write has no retry and the panic aborts the whole batch.
this change treats 429 rate-limit errors as transient so the write retries, runs the generate write in the retrying transaction, and records a per-repo error so one repo no longer fails the job.
