What this PR does / why we need it:

Pass a zero requested TTL in TestBuildSandboxByCodeInterpreter_DefaultAuthFailsWithoutKey to match the current buildSandboxByCodeInterpreter signature. The missing argument prevents the workloadmanager tests from compiling and causes lint and coverage checks to fail.
