Adds
.github/ISSUE_TEMPLATE/feature_request.ymland.github/ISSUE_TEMPLATE/blueprint_proposal.yml. The blueprint template links todocs/BLUEPRINT_FORMAT.md; both forms use the existingenhancementlabel so the chooser works without creating new labels.
