The theme files were about 600 bytes under the size limit the build test enforces. The release list, release form and tag list rules (21 KB) are page-specific and already plain CSS, so they move to styles/pages/releases.css, loaded with the other page stylesheets. The largest theme file drops from 224.7 KB to 208.3 KB. No visual change: the affected and unaffected pages render identically before and after. Why
The largest theme file was 224,682 bytes against the 225,280 limit the build test enforces, so the next styling change would have failed the build.
What

They move unchanged tostyles/pages/releases.css, which is copied and linked like the other page stylesheets. A before/after comparison of every element's position, size, colours, font and borders on 21 preview pages (releases, single release, new release, tags, issue and pull request lists and pages, dashboard lists, organization, repository home). 17 pages are identical. The other four differ only by run-to-run noise that also appears between two runs of the same build (asynchronously decorated release rows, a hover-only copy button, file-tree state).
