Run workflow policy only for pushes outside the canonical repository - #210

A fork's main mirrors commits that world-in-progress/c-two already validates, but same-tree evidence is only looked up in the canonical repository, so every fork main sync ran the full source matrix (36 and 22 minutes on 2026-10-30, the second for a .gitignore change). Pushes outside the canonical repository now run workflow policy only; explicit dispatch still qualifies a fork branch.

A fork's main mirrors commits that this repository already validates, but same-tree source evidence is only looked up here, so every sync of a fork's main ran the full source matrix (36 and 22 minutes on 2026-10-30; the second sync only changed .gitignore). Pushes outside world-in-progress/c-two now run workflow policy only. Explicit dispatch with force_full still qualifies a fork branch, and canonical pushes keep the same-tree evidence rule. A repository test covers the fork push, which must not look up evidence; tests/repo passes locally (612 passed, 11 skipped).
