Set Python fastdb4py, npm fastdb4ts, Rust fastdb and fastdb-sys, and the Core bundle to 0.2.4 from one source, with matching lockfiles and the P5 release-policy pin. The Rust READMEs still named 0.2.2; they now point to the v0.2.4 release and its Core bundle archives, and the P4 documentation markers check 0.2.4.

The changelog entry summarizes the native memory ownership fix merged in PR #43. docs/releases/0.2.4.md is the draft release record. Its evidence stays pending until exact-source tests.yml and release-artifacts.yml runs pass on the merged main commit and publication completes; a follow-up PR records that evidence.

Validation: release_artifacts.py version reports 0.2.4. The release_tools and clean_cut checks (release planning tests, P2/P4 documentation gates, P5 clean-cut policy) and git diff --check pass locally on this commit. No source code changes; only version metadata, documentation and the release gates that pin the version.

Set Python, Rust, TypeScript/WASM and the Core bundle to 0.2.4 with matching
lockfiles and the P5 release-policy pin. Update the Rust READMEs, which still
named 0.2.2, to the v0.2.4 release and its Windows ARM64 Core bundle, together
with the P4 documentation markers that check them. Add the 0.2.4 changelog
entry and the draft release record for the native memory ownership fix.

Publication follows successful Run Tests and Release Artifacts runs for the
exact merged main commit; the release record lists the pending evidence.
